Why Does my 20 ga. 48AL only hold 2 rnds?

I just bought a 48AL 20 gauge and can only get 2 rounds in the tube. The (rather poorly written)manual says it should hold 4. If there is a plug in there I cant figure out how to remove it. Anyone know?
