Did you every get the rifle to work correctly. I have one that does the same thing.
Rifle, revolver? Eigther sounds like a lite hammer spring. Some race guns are set up with so light a hammer spring that the only thing they will reliably set off is Federal primmers which are a bit thinner and softer than the rest. Me I like a little stiffer spring and mine will set off CCI primmers without a problem and they have the hardest cup I've seen on a primmer.
One other posibility is that the hammer is binding in the action causing light strikes, though a lot of times that can be traced to a light spring. When light springs are installed it's a good idea to stone and polish any and all burs in the action.
Anouther posibility is that fouling and gunk have built up making the hammer bind up just enough to soften the hammer blow. Anouther reason I like strong springs as I shoot black powder.
If factory stock you might just have a week spring, and new one will fix it.
